1964 North Carolina license plate TE 936

1964 North Carolina license plate TE 936. I'm not completely sure but this tag could be NOS. It doesn't look like it has ever been mounted and I got and a few others in sequence which is how they came when new, but as you can see it has had numerous scratches in the paint from shelf life over the years so I am listing it cheaper than a normal NOS tag of this age.
