NOS 1971 North Carolina license plate 4249 ZH new old stock

NOS 1971 North Carolina license plate 4249 ZH. New old stock, brand new unissued original. Still in it's original dmv sleeve, though it is old and brittle and has some tears. Tag does not lay flat on a table. Sometimes the waxy paper will be stuck in places to to tag due to age, when this happens it normally will scratch off the tag with your fingernail. I don't normally remove these tags to inspect as it sometimes damages the envelope/wrapper which some people do value. The ones I've pictured outside it's sleeve either usually slide out easily or the sleeve was already torn. Just because they are new doesn't mean they will be perfect. Some new ones I've seen have slight scratches in the paint, slight bends on edges, fingerprints from the person that originally painted them, etc. There are a couple small scratches just to the left of the top left mounting hole,
